Tax relief for Hurricane Isaac victims in Louisiana and Mississippi ...

Hurricane Isaac wasn't the biggest, baddest storm to strike the United States, but he still did a heck of a lot of damage.

Louisiana officials say it will cost $7.4 million to repair storm damage to state parks. Isaac help send jobless numbers higher and industrial production down as businesses in his path took big hits.

Even college football games and the accompanying tourism money from traveling fans was lost as several gridiron contests were rescheduled because of Isaac's rain and winds.

And let's not forget the Tampa area, which sustained some economic losses when the Republican National Convention was forced to err on the side of caution and drop a day of its activities when it looked like Isaac might land in that area.

Last and most definitely not least, there are the thousands of individual taxpayers who dealt (and are still dealing) with Isaac's wrath.

While the Internal Revenue Service can't do anything about out of work individuals or damaged park land or who hikes the pigskin when or where, it can offer some tax relief to folks facing various tax deadlines.

It's done that for taxpayers in Louisiana and Mississippi.

FEMA Louisiana disaster declaration mapDelayed deadlines: For certain residents -- more on the "who" in a minute -- of both those Gulf Coast states, the IRS says that filing deadlines falling on or after Aug. 26, and on or before Jan.?11, 2013, have been postponed to Jan. 11, 2013.

This includes the quarterly estimated tax payment due Monday, Sept. 17.

Who's affected: OK, as promised, now to just which Louisiana and Mississippi residents get this tax relief.

The presidential disaster declaration for Louisiana applies to individuals and businesses in the parishes of Ascension, Assumption, Iberville, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. Helena, St. James, St. John the Baptist, St. Mary, St. Tammany, Tangipahoa, Terrebonne and Washington. FEMA Mississippi disaster declaration mapThe president also has declared as major disaster areas the Mississippi counties of Adams, Amite, Clarke, Forrest, George, Hancock, Harrison, Hinds, Jackson, Lincoln, Marion, Pearl River, Pike, Stone, Walthall, Warren and Wilkinson a federal disaster area. Individuals who reside or have a business in these counties may qualify for tax relief. (Click the Mississippi image to get a bigger view of these counties.)

If you or your company is in one of these counties and you get a late-filing penalty notice from the IRS, call the telephone number on the notice to have the IRS abate any interest and penalties.

And how does the IRS know you're eligible for the extended deadlines? The agency says it automatically identifies taxpayers located in covered disaster areas and applies automatic filing and payment relief.

But nobody, or in this case no agency, is perfect.

If you should get the special Isaac tax relief and don't, let the IRS know.

The same goes for taxpayers who don't live in or don't own a business in the disaster areas but who have nonetheless been affected by the storm. The IRS will consider granting the relief on a case-by-case basis if you call the agency's toll-free disaster hotline at 1-866-562-5227 to explain why you and/or your company qualify.

Picking the tax year to make disaster loss claims: Finally, don't forget that special tax filing rules apply to those in major disaster areas.

You can deduct casualty losses from a presidentially declared disaster in the year in which it actually occurred. In this case, that's your 2012 Form 1040 due April 15, 2013.

Or you can file an amended return for the previous tax year and make the claims then. In this case, that's the 2011 tax year.

For filers who got an extension to file, you don't have to file an amended return if you want to make the loss claims on your 2011 taxes. Just do so on that return, which is due by Oct. 15.

You'll need to run the numbers to see which filing year claim will save you more tax money. But it's worth it, especially if you need the money now to make repairs rather than waiting until next year.

Tracking disasters: When Mother Nature whacks you hard, you can see if your area is eligible for tax relief by checking the IRS' special Tax Relief in Disaster Situations Web page.

The Federal Emergency Management Agency (FEMA) also posts details on disaster areas. Rather than just one big running list of disasters (which was kind of depressing to look at), FEMA's new design allows (or forces) you to search by state, disaster type and/or disaster declaration.

Parents prefer some, often less-effective birth control methods for teens

ScienceDaily (Sep. 12, 2012) ? Parents of teen girls are more ready to accept their daughters being offered birth control pills and condoms during doctor visits than other, more effective and long-acting contraceptive methods, according to a new study in the Journal of Adolescent Health. The study also shows that the more that a parent respects their daughter's autonomy, the more likely that parent is to accept a doctor offering their teen any contraceptive.

"Among U.S. adolescents, rates of unintended pregnancies and sexually transmitted infections remain high," said lead author Lauren Hartman, M.D., a clinical fellow in adolescent medicine at the University of California, San Francisco. "Despite increased use of contraceptives by adolescents in the last twenty years, effective methods are still underused and too many sexually active teens do not use condoms" to block transmission of sexually transmitted diseases (STDs).

Parents can help improve contraceptive use among teens, she said. This study explored parents' attitudes towards seven contraceptive methods their daughters might learn about during a confidential health care visit and examined the factors that influence a parent's acceptance of different methods.

For the study, 261 parents/caregivers with a daughter aged 12 to 17 completed a phone survey that determined their attitudes towards different contraceptive methods as well as their parenting beliefs. Birth control pills won greatest acceptance (59 percent). In decreasing order of acceptability were condoms (51 percent), injectable contraceptives (46 percent), emergency contraception, also known as the morning-after pill (45 percent), birth control patches (42 percent), implants (32 percent) and intrauterine devices or IUDs (18 percent).

"The strongest predictor of acceptability of all methods was parental recognition of their teens' autonomy," said Hartman. She added that clinicians can use these findings to educate parents about STDs and longer-acting methods, which are the most effective. One reason parents may not accept these methods, the researchers surmised, is that parents might associate long acting contraception, like IUDs, with an ongoing sexual relationship.

Cori Baill, M.D., a board-certified obstetrician-gynecologist and former member of the national medical committee for Planned Parenthood, noted that parents' disapproval of long-acting contraceptive methods may also reflect U.S. historical events around the Dalkon shield, which the paper didn't mention. The Dalkon shield was an aggressively marketed IUD with considerable safety problems.

"IUDs aren't accepted in the U.S. for many reasons, across all ages, concerning societal attitudes towards medicine and the memory of the Dalkon shield," said Baill. However, she commented, parents need to understand that the risk of pregnancy outweighs the risk of any contraceptive method, including the IUD.

Joints are nature?s hinges. They let us bend, twist, and move in all the intricate ways that make our lives enjoyable, like rock climbing and dancing. Unfortunately, when joints are damaged due to illness or injury, each movement is filled with pain.

The discomfort and restriction of joints can be caused by many things, including strains, sprains, osteoarthritis, rheumatoid arthritis, bursitis, gout, and other injuries. Joint pain is a hidden epidemic, affecting one third of all adults, and the immobility and aches only get worse as we age.

Fortunately, there are a few things we can do to keep joint pain, inflammation, and arthritis at bay. Our weight and activity levels play large roles in our joint health. If we are overweight, that extra baggage compresses joints with each movement and can do heavy damage to cartilage and our ability to keep joints lubricated. Work on losing any extra pounds if you want to have healthier joints.

When movement results in pain, it is easy to let that keep you from being active, but that decision will only make things worse. Those who are even moderately active have better joints than those who are less active. Joints require movement to be healthy. Disuse causes the joints to stiffen and the tissues attached to them to weaken. That means muscles, tendons, and ligaments deteriorate as we fail to use them.? Low impact exercise is a good way to keep our joints moving, strong, and well maintained. Focus on exercises like walking, cycling, swimming, and yoga to ease joint pain.

Get some sun. A few minutes of sunlight a day will supply you with all the vitamin D you need. Vitamin D lowers the risk of developing arthritis and many other diseases including obesity, diabetes, and cancer. Staying hydrated is another way to reduce the risk of injury and keep joints well lubricated. Drink plenty of clean water and eat fresh fruits. There are also many foods that can ease pain, reduce inflammation, and increase your mobility.

(AP) ? The average rate on the 30-year fixed mortgage held steady this week, staying slightly above the lowest level on record. Low mortgage rates have aided a modest housing recovery.

Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year loan was unchanged at 3.55 percent. In July, the rate fell to 3.49 percent, the lowest since long-term mortgages began in the 1950s.

The average on the 15-year fixed mortgage, a popular refinancing option, slipped to 2.85 percent, down from 2.86 percent last week. That's above the record low of 2.80 percent.

Cheap mortgages have helped lift the housing market. Sales of new and previously occupied homes are well above last year's levels. Low rates have also allowed people to refinance, which lowers monthly mortgage payments and helps boosts consumer spending.

Home prices are increasing more consistently this year, largely because the supply of homes has shrunk while sales have risen. And the number of Americans who owe more on their mortgages than their homes are worth declined in the second quarter.

Still, the housing market has a long way back. Home sales are below healthy levels. And many people are still having difficulty qualifying for home loans or can't afford larger down payments required by banks.

Mortgage rates are low because they tend to track the yield on the 10-year Treasury note. A weaker U.S. economy and uncertainty about how Europe will resolve its debt crisis have led investors to buy more Treasury securities, which are considered safe investments. As demand for Treasurys increase, the yield falls.

To calculate average rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week.

The average does not include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.6 point, down from 0.7 point last week. The fee for 15-year loans was changed at 0.6.

The average rate on one-year adjustable rate mortgages was steady at 2.61 percent. The fee for one-year adjustable rate loans also was unchanged, at 0.4 point.

The average rate on five-year adjustable rate mortgages fell to 2.72 percent from 2.75 percent. The fee declined to 0.6 point from 0.7.

The genetic sequencing and reconstruction of the 1918 influenza virus that killed 50 million people worldwide have advanced scientists' understanding of influenza biology and yielded important information on how to prevent and control future pandemics, according to a new commentary by scientists at the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health, and several other institutions.

By sequencing the 1918 virus, researchers were able to confirm that the viruses that caused influenza pandemics in 1957, 1968, and 2009 were all descended in part from the 1918 virus. Studies showed that the 2009 pandemic virus had structural similarities with the 1918 virus and explained why younger people, who had never been exposed to the 1918 virus or its early descendants, were most vulnerable to infection by the 2009 influenza virus. As a result, public health officials were able to target limited vaccine supplies to predominantly younger people, who needed vaccine protection most, rather than the elderly, who were at lower risk of infection in 2009, but are traditionally the most important target group for vaccination.

Further, determining the physical structure of parts of the 1918 virus, particularly the portions that are consistent across influenza viruses, has informed the ongoing development of candidate "universal" influenza vaccines that may be given infrequently yet protect broadly against multiple influenza viruses. In addition, by comparing the 1918 virus to related influenza viruses found in animals, scientists have learned some of the changes necessary for influenza viruses to adapt from an animal to a human host. This has led to more targeted surveillance of certain influenza viruses in animals that may be more likely to move to humans.

More generally, the authors say that reconstruction of the 1918 influenza virus has furthered scientific understanding of how novel influenza viruses emerge and evolve. Additionally, study of the 1918 influenza virus has helped clarify the critical effects of the human immune system's response to viral infection and the importance of bacterial co-infections that often follow the influenza infection. In sum, the authors write, learning more about the 1918 pandemic influenza virus has led to important insights that could help prevent or mitigate seasonal and pandemic influenza.

Hands-on with Verizon?s LG Intuition ?phablet?

There?s nothing like some friendly competition to get the mobile wars going. Whether we love it or hate it, ?phablets? ? devices that are larger than most smartphones and smaller than tablets ? are here to stay. Samsung?s (005930) 10 million-strong Galaxy Note and upcoming?Note II are proof enough that people want and are willing to accept smartphones with oversized displays. LG (06657011) has officially joined the ?phablet? fray with its own stylus-packing, Android 4.0 Ice Cream Sandwich-powered Intuition on Verizon (VZ). Unlike most run-of-the-mill 16:9 aspect ratio smartphones with 720p HD displays, the Intuition stands on its own legs with a radical 5.0-inch 4:3 aspect ratio display that makes it wider than any smartphone I?ve ever held. Read on for my first-impressions of Verizon?s new 4G LTE-equipped phablet.

It?s clear from the get-go after I unboxed the Intuition that LG knows how to build a smartphone that doesn?t look shoddy. The Intuition?s glossy?faux metal sides are complemented nicely by a delicately textured matte back, giving it a hint of premium credibility. On the front is a big honking Verizon logo. Why can?t carriers keep their logos on the rear? I found the Intuition to be surprisingly light despite its gigantic size and was happy to discover that it?s pocketable in my rear jeans pocket. My only issue is that, although it does fit in my pants pockets, attempting to carry it there will result in some rather unwanted pocket puffing as the phablet?s design is boxy with four harsh corners.

Beneath its exterior is a skinned version of Android 4.0 Ice Cream Sandwich, a 1.5GHz dual-core Snapdragon S3 processor, 1GB of RAM, 8-megapixel rear camera with LED flash capable of 1080p HD recording, 1.3-megapixel front camera capable of 720p HD recording, 32GB of internal storage and of course, Verizon?s speedy 4G LTE. It sounds impressive, but how does it perform?

Unfortunately, this is where things take a sour turn for the Intuition. With LG?s Ice Cream Sandwich skin, all of the bells and whistles of stock Android seems to have been stripped out.

The OS has some noticeable lag when opening and switching between multiple apps,?Android apps designed for 16:9 devices look weird when stretched out in 4:3 aspect ratio (although, you can have the apps display in regular 16:9 with pillar boxing) and the RAM just fizzes out at times causing unknown freezes and memory leaks.

Several times, I thought the touch-sensitive buttons on the front had just flat-out failed, but alas, it seems it?s just buggy software (rebooting seemed to fix the issues). The rear speaker is also only moderately loud and suffers from being severely undersized.

Where the Intuition shines is its 1024 x 768-pixel screen. Because it?s got a 4:3 aspect ratio display, seven apps can be pinned to the main dock (but strangely enough, home screens can only support four apps in a row and five apps in a row when in the Apps menu).

Reading on the Intuition is also an absolute pleasure and feels very close to reading on a Kindle in terms of size, if a Kindle e-reader screen was an inch smaller and could do color. I noticed the display?s color temperature is a little warmer than on most devices, but it?s nothing most people will lose sleep over. Typing with two thumbs in landscape and portrait mode is one of the best experiences I?ve had on any smartphone, thanks again to its generous width, and the camera is more than adequate for Facebook and Instagram addicts (yes, even the ?Cheese? shutter feature that listens for the word ?Cheese? to activate the shutter works as advertised).

This being a device that is going up against the Galaxy Note, it?s only natural to talk about the stylus and its sensitivity. In a completely unscientific comparison, I feel the Intuition is more precise and has less lag, but in terms of implementation, the Note?s S Memo app is lightyears ahead of LG?s generically named Notebook app when it comes to deciphering all of the strange menu icons. My only gripe is that the Intuition doesn?t have a slot to store the awfully named and trademarked ?Rubberdium pen.?

LG made it very evident during a press briefing introducing the Intuition that its phablet is being marketed at a specific demographic that has come to terms with devices that have a larger size and display. That?s fine, but is the Intuition better than the Galaxy Note? Sadly, my gut feeling is no. If not for a seriously disfigured build of Android 4.0, the Intuition could have given the Note a serious run for its money instead of playing second fiddle. Its epic size and unique proportions do have advantages, though: lots and lots of stares from strangers in public wondering what that thing is.

Older adults not prepared to ensure food safety during power outages

ScienceDaily (Sep. 10, 2012) ? In the wake of Hurricane Isaac, which left millions without power, a new study highlights that many older adults are not equipped to keep food safe during an extended power outage.

The study, published in Educational Gerontology, was conducted by researchers from RTI International, Tennessee State University and Jackson State Community College.

Emergencies, such as Hurricane Isaac, often lead to extended power outages that endanger the safety of food and cause an increased risk of foodborne illness. This heightened risk can be potentially dangerous for older adults, who are more likely than younger adults to experience serious complications or death from foodborne illness.

The study found few adults aged 60 and older were prepared for an extended power outage (24 hours or more), and those who had experienced a severe power outage rarely followed recommended safety practices for discarding refrigerated or frozen foods.

"This study suggests that information on food safety during and after extended power outages may not be reaching older adults, or that they are not responding to this information," said Katherine Kosa, a research analyst at RTI and lead author of the study.

The researchers surveyed 290 adults aged 60 and older to gather information about their awareness, knowledge, and practices related to food safety and emergency preparedness, including their recent experiences with extended power outages.

Only 17 percent of the survey participants reported being fully prepared to keep food safe during an extended power outage. Forty nine percent of respondents considered themselves somewhat prepared while 34 percent had taken no steps to prepare for a power outage. Lack of thought, concern and storage space were the top three reasons participants gave for not being prepared to keep food safe during an extended power outage.

Survey respondents were also unlikely to follow recommended food safety practices during and after a power outage. The researchers found that less than 40 percent of those who experienced a power outage discarded refrigerated, perishable foods or frozen foods that had thawed.

Additionally, 21 to 36 percent of respondents reported tasting food to determine whether it was safe to eat and at least 5 percent of respondents stored food outside directly in snow or cold weather, both potentially unsafe practices.

"Educators and public health officials can use these findings to address gaps in older adults' knowledge and practices to keep food safe during and after a power outage or other emergency," Kosa said. "Developing or improving educational materials targeted to older adults may ultimately help reduce the risk of foodborne illness among older adults."

The study was partially funded through a grant from the National Integrated Food Safety Initiative of the U.S. Department of Agriculture's National Institute of Food and Agriculture (grant no. 2007-51110-03819).

A previous study led by RTI International found that most Americans of all ages are not prepared to ensure food safety during power outages.

Commercial lending rose for some property types.

A report from CoStar showed that commercial real estate lending has provided a mixed bag for property management companies, but there were notable positives during the second quarter.

Overall lending for commercial real estate fell 0.4 percent when compared to the first quarter's figures, as well as 3.4 percent from the same quarter in 2011, according to the report.

Despite decline, some investment positives found

Nonresidential investment rose 0.5 percent during the second quarter, but the figure had an increase of 9 percent compared to the same quarter in 2011, the report explained. In addition, multifamily and investment lending experienced an increase of more than 1.5 percent during the second quarter when compared with the previous quarter, as well as a yearly growth increase of approximately 4 percent. The loan balance for investment and multifamily commercial real estate properties rose by more than $6.5 billion.

Construction, development lending falls during Q2

The picture was not completely positive, as multifamily lending struggled to a decline of nearly 21 percent from the second quarter of last year, the report explained. Additionally, construction spending fell nearly 5 percent. Overall loan balances for these types fell by nearly $11 billion during the quarter from the previous period.

The report noted that office and retail properties that were considered small experienced improved demand in the past few months, but not to the level that multifamily properties had reached.

Delinquencies, foreclosures improve for CRE properties

Overall, the value of delinquent and foreclosed commercial real estate properties dropped by more than 12 percent from the previous quarter, the report explained. Compared to the same point in 2011, the figure dropped nearly 30 percent.

Close to $1.75 billion worth of foreclosures were rid of by financial institutions, with multifamily properties making up the most significant portion of that figure, according to CoStar. There are still more than $25 billion in foreclosures held by financial institutions, and more than half of the figure is from development and construction properties.

There was a notable decline in problem banks during the quarter, and the figure fell to a level not seen since 2009, the report said. Overall, the asset level fell $10 billion, while only 15 institutions closed during the quarter.

The total interest in commercial properties by investors continued to be elevated during the summer, the report explained, citing the Federal Reserve's Beige Book. This was highest for multifamily properties.

California toddlers rescued from sailboat, father arrested

SAN FRANCISCO (Reuters) - A man suspected of kidnapping his two young children and fleeing with them aboard a stolen yacht along the Northern California coast has been arrested, and the youngsters safely returned to their mother, police and the U.S. Coast Guard said on Saturday.

Christopher Maffei, 43, who was taken into custody on Friday evening off Monterey, California, is accused of abducting his son and daughter on Tuesday from their mother's home in South San Francisco, according to police.

Authorities believe he then drove his daughter, Brooklynn, age 3, and 2-year-old son Devin across San Francisco Bay to a marina in Alameda, where he stole a 40-foot (12-metre) yacht and set sail.

The Coast Guard said it began tracking the yacht, named "Unleashed," on Friday morning as it slowly made its way south of San Francisco.

"We had eyes on him since about 10 a.m., but had to be very discreet about letting anyone know because we didn't want him to somehow get word of it," Petty Officer Thomas McKenzie said on Saturday morning.

A plane flying at high altitude and a cutter monitoring the stolen yacht by radar tailed Maffei until the early evening, when they intercepted him in waters off Monterey.

Authorities made contact with Maffei about 7:20 p.m. local time, said South San Francisco Police Sergeant Bruce McPhillips, who added the conversation lasted about 20 to 25 minutes and that the suspect was "very cooperative."

Maffei put his hands up, surrendered and asked to be taken off the boat, McKenzie said.

Maffei was booked into San Mateo County jail on suspicion of kidnapping, parental abduction and child endangerment, authorities said.

Oman LNG Gets New CEO

Harib Al Kitani has been named the new Chief Executive Officer of Oman LNG.

Al Kitani?s appointment essentially makes him the first Omani national to lead Oman LNG, representing the largest of Sultanate?s liquefied natural gas (LNG) companies, a key component in the country?s thriving energy sector. At the helm of Oman?s second source of income and its largest private investor in social development, Harib is poised to lead Oman LNG into its next phase.

His appointment comes with the critical task of overseeing the merger between Oman LNG and its sister company, Qalhat LNG, where Harib was President and Chief Executive Officer since the inception of the company 7 years ago. The fusion is set to further harmonise already existing synergies between both companies in terms of plant operations, shareholding and enhance Oman?s global market presence and penetration.

Mr. Al Kitani has a strong footing in the LNG business. Joining Oman LNG in 1995 as Deputy Manager Marketing. He soon became the company?s Marketing and Shipping Manager, strengthening its position in key markets such as Korea and Japan and started LNG cargoes Swapping and Diversions activities with different parties in the industry bringing more value to the shareholders. He also spent 3 years at Shell International in London working in various positions including LNG Global Business Adviser and Manager of Suape project in Brazil.

Al Kitani was formerly Chief Executive Officer at Qalhat LNG from 2004 where he has successfully steered the company?s affairs since, enabling it to win a string of energy awards and achieve major commercial milestones including acquisition of a 10% stake in Japan?s Senboku Natural Gas Power Generation Company and various other investments that the company is enjoying at the moment.

?I have had the pleasure of working with Harib on a number of occasions during the past five years and I am happy that he and his team, will shepherd the transition of both Oman and Qalhat LNG companies to becoming one strong entity, able to deliver greater value from liquefied natural gas for the Sultanate of Oman and its people ,? said Brian Buckley.

Oman LNG is a joint-venture with a shareholding structure comprising the Government of Oman (51%), Shell Gas B.V (30%), Total S.A. (5.54%), Korea LNG (5%), Mitsubishi Corporation (2.77%), Mitsui & Co. (2.77%), Patex (Oman) Corporation 2%, and Itochu (0.92%).

The company also owns a 36.8% stake in Qalhat LNG, which has the following additional shareholders: Government of Oman, 46.84%; Union Fenosa, 7.36%; Itochu Corporation, 3%; Osaka Gas, 3%; and Mitsubishi Corporation, 3%.

Huawei Ascend D1 Quad XL to launch in Germany in October

First announced way back at Mobile World Congress in February, the Huawei Ascend D Quad and D Quad XL have both faded into obscurity since. After causing a bit of a stir with what at the time were very impressive specs, many were excited to get their hands on the devices. Fast forward 6 months to IFA 2012 in Berlin, and it seems that we finally have an answer over when the Ascend D1 Quad XL -- it seems to have gained a 1 in the name now --  at least will be coming to market. It's still an impressive device, but as the months have passed since MWC it no longer stands out quite so much as it once may have done.

Announcing the information at IFA, Huawei says the D Quad XL will be launching in Germany from the end of October. It will be available in two colors, matte black and ceramic white for an off-contract price of €499 (£395/$625).

For those not familiar, the 4.5 inch Quad XL stands above the regular D Quad by the inclusion of a pretty hefty 2600mAh battery, which Huawei says is good for 500 hours of standby time. The device is powered by Huawei's own K3V2 1.2GHz quad-core processor, backed up by 1GB of RAM and 8GB of on-board storage, which is expandable by microSD card. GOP convention winners and losers, from Condoleezza Rice to Clint Eastwood

The former secretary of State gave one of the best-received speeches of the convention. A particular feat when you consider it was also one of the least partisan ? and that she gave it without a teleprompter.

Condoleezza Rice was on fire talking about foreign policy, telling her audience ?we cannot be reluctant to lead and you cannot lead from behind,? but she also spoke eloquently about domestic issues, including education and immigration. And she did it without mentioning President Obama?s name once.

Secretary of State Rice finished on a personal note, talking about her childhood in the Jim Crow South.

In Birmingham, Ala., she said, her parents couldn?t take her to the movies or to the Woolworth's lunch counter, but they were convinced that their daughter ?can be the president of the United States if she wanted to be, and she becomes the secretary of State.?

Given the strong performance, that last line had some commentators parsing Rice?s future in the party.

?The next time Republicans are searching for a presidential candidate, rest assured: Condoleezza Rice will be a part of that conversation,? wrote Aaron Blake over at the Washington Post?s The Fix Blog.

Whether she?s interested remains to be seen.
