BERLIN ? Germany kept alive hopes that the 17-nation euro currency can survive the sprawling debt crisis when lawmakers in Europe's largest economy on Thursday voted overwhelmingly in favor of expanding the powers of the eurozone's bailout fund.
The vote strengthened Angela Merkel's center-right coalition, which had struggled to win support from a bloc of rebellious members, and could bolster her ability to negotiate new European crisis measures.
While many investors and experts believe new steps will be required in Europe, such as letting Greece write off more of its debt pile, Germany's approval of the fund's new powers and scope was necessary to avoid a new bout of massive market turmoil.
"The support of the Bundestag is an important step for stabilizing the eurozone," Michael Kemmer, head of Germany's Bank Federation, told the news agency dapd. "With that, they have set a course that leads out of the debt crisis."
The euro440 billion ($600 billion) fund will be able to buy government bonds and lend money to banks and governments before they are in a full-blown crisis, making Europe's response to market jitters more rapid and pre-emptive.
Germany, which pays the lion's share of European bailouts, became the 13th member of the eurozone to support the expansion of the rescue fund, the so-called European Financial Stability Facility, or EFSF. Cyprus also passed the proposed expansion on Thursday.
Austria's parliament is widely expected to pass the measure on Friday, the same day Germany's upper house of parliament is set to finalize Thursday's vote, while the Netherlands is expected to approve it in the first week of October.
The biggest remaining hurdle is the final country to vote ? Slovakia ? where the government will not have enough support to pass it if the leader of the junior coalition Freedom and Solidarity party follows through with threats to vote against the fund's expansion. Its parliament is to vote later in October.
In Berlin, 523 lawmakers in parliament, the Bundestag, voted in favor of expanding German participation to guarantee loans of up to euro211 billion, compared with euro123 billion so far. Eighty-five voted against it and three abstained.
"It was a strong statement of Angela Merkel's position. She has the backing and the support of the coalition and she is able to negotiate on the European level," Peter Altmeier, the parliamentary whip for Merkel's Christian Democrats, said after the tally was announced.
Markets appeared calmer even before Thursday's votes, following weeks of turbulence triggered by uncertainty over Germany's position on the fund. The euro also traded slightly higher.
"The overwhelming majority in the Bundestag is a good sign and will hopefully mark a step change in German commitment to bringing the spiraling crisis under control," said Sony Kapoor of the Re-Define economic policy think tank.
The lingering problem, however, is that investors are resigned to the fact that Greece will have to default ? that is, impose tougher losses on its bondholders.
Greece was saved from default by an initial euro110 billion ($150 billion) bailout in May last year before the EFSF was established to help any other countries in trouble. A planned second rescue package for Greece this year includes a voluntary participation by private bondholders, who agreed to write off about 20 percent on their Greek debt holdings.
Many experts say those writedowns should be closer to 50 percent. The debate among European leaders now is whether to allow such a move under controlled conditions, providing help to banks that may take heavy losses on Greek bonds they hold.
Germany and the Netherlands are open to the option, with Merkel suggesting this week that Greece's second bailout deal might have to be renegotiated. France and the European Central Bank, however, oppose the idea.
Greece's international debt inspectors returned to Athens on Thursday to complete a review. Merkel has said that any new decisions would depend upon the results of the inspectors' report, which is not due for days.
Forging consensus over new measures ? particularly something as delicate as imposing more severe losses on Greece's creditors ? will likely be very difficult, however.
Indeed, the parliamentary debate on the EFSF in Berlin on Thursday was a feisty three-hour long affair, reflecting how high tensions in Merkel's coalition were running over the idea of providing more backing to the eurozone's weakest members.
Frank Schaeffler, a dissenter from the junior coalition partner, argued that bailout measures have worsened Greece's economic situation.
"Despite all arguments, the first bailout did not make the situation for Greece better, but worse," said Schaeffler, a Free Democrat. "Expanding the fund will make the situation even worse."
Schaeffler and others had long expressed their concerns, and opposition leaders had said going in to the vote that if Merkel's coalition had to rely on their votes, it would be a sign that her strife-prone and increasingly unpopular government is finished.
Yet after a night of intense lobbying, Merkel's camp was able to secure a majority of 315 ? enough to have passed the measure even without support from the opposition parties.
"This shows the clear determination of the coalition on this issue," Rainer Bruederle, the Free Democrats' parliamentary leader. "We have made an important decision for Europe."
Any future changes to the current fund will also require parliamentary approval and maintaining that determination will be crucial to making swift, effective decisions to combat the crisis.
In addition, the Bundestag will face another major vote early next year on the fund's permanent replacement, the European Stability Mechanism, which is due to take effect in 2013. Schaeffler has already vowed to rally his party to reject the ESM.
Party leaders insist they are not worried by Schaeffler's plans, but many analysts have noted Merkel will have to hold her majority together, or Thursday may have only been the first in a series of nail-biting parliamentary showdowns over shoring up the euro.

Melanin appears in brownish-black colours and makes up the majority of your base colour or the depth ? how light or dark you are ? whereas pheomelanin appears in reddish-yellow colours and makes up the tones you have in your hair which sometimes you see and sometimes you don?t.
Redheads have a lot of pheomelanin in their hair, hence the appearance of red or copper colours. Asian hair has a lot too, but because of the density and amount of melanin in the hair you cannot see it. If you were to put bleach on the hair, the first colours that would appear would be red/orange/yellow, and often you will not be able to reach a very light blonde or white colour on Asian hair.
Afro hair has a lot of melanin pigment but not much pheomelanin, so when bleached it can lift to blonde very easily. However, the hair structure is often fragile so may not withstand too much bleaching or heavy colouring.
To understand colour even more, we need to go back to our primary colours of red, yellow and blue. If you mix all three you get brown, and depending on the quantities of each that you use, you can get all the different shades of natural hair from black through to very light blonde, which is technically speaking the melanin pigment. The pheomelanin is just two of the colours ? red and yellow ? which can appear orange.
All hair has an ?undercoat? colour, and most colour manufacturers produce a chart to help you gauge what colour that undercoat is. When you apply any type of oxidant or peroxide to hair, the undercoat will lighten according to the strength of the oxidant. If the undercoat is too light for a colour, the colour will fade more quickly; if the undercoat is too warm for the colour required, it will affect the end result of the colour chosen. As a rough guide, you will often find that the darker the natural colour of the hair (e.g. black), the darker the undercoat (red, in this case).
Undercoats are normally always red, orange or yellow, with red being the more dominant colour (being the strongest undercoat) and yellow the least. The report, published online in Developmental Cell, is the first revelation that cyclin E has a crucial role in the formation of nerve connections, or synapses, in the brain. Synapses are tiny connections between brain cells where memories are stored.
"This protein has a double life," said Peter Sicinski, PhD, a cancer biologist at Dana-Farber and senior author of the publication. "It is overexpressed in many different cancers, but it also is expressed in high levels in the human brain. We have found that cyclin E is needed for memory formation and is a very important player."
The researchers found potential evidence linking cyclin E to Alzheimer's disease, because it binds to an enzyme called Cdk5 that is involved in memory.
"There is good evidence that hyperactivity of Cdk5 contributes to Alzheimer's disease and inhibiting this enzyme can ameliorate symptoms in animals," said Sicinski, who is also a professor of Genetics at Harvard Medical School. "Manipulating cyclin E levels might be another way to accomplish this."
The scientists didn't test cyclin E in Alzheimer's mice, but they did show that when cyclin E binds to Cdk5 molecules, it locks them away in an unusable form. In the current Developmental Cell paper, Junko Odajima, PhD, a postdoctoral fellow in the Sicinski laboratory and the paper's co-lead author (with Zachary P. Wills, PhD, from Harvard Medical School), showed that cyclin E in the brain attaches itself to the Cdk5 enzyme. When cyclin E molecules bind to and inactive Cdk5, synapses formation is increased, and, presumably, memory function improves.
Odajima tested this idea using a standard memory and learning test in which mice swimming in water must find a submerged platform to rest on, and remember its location in subsequent trials. The researchers then move the platform, requiring the animals to "forget" its previous location and learn and remember the new one.
As their hypothesis had suggested, mice deficient in cyclin E performed worse than rodents who had a normal amount of cyclin E. This contrast highlighted the importance of cyclin E for learning and memory.
Whether cyclin E levels rise and fall in the mouse brain during learning tasks is a topic of further research, said the scientists, who also plan to determine whether abnormal cyclin E levels can be linked to neurological diseases and learning disorders.

UNITED NATIONS ? U.N. Secretary General Ban Ki-moon urged strong international action Thursday to boost safety and security of nuclear power plants against accidents and terrorist attack.
Ban told a high-level meeting at the General Assembly that the meltdown at the Fukushima Dai-ichi nuclear plant after the earthquake and tsunami that struck northeastern Japan in March was a wake-up call for the world.
Chief of the International Atomic Energy Agency, Yukiya Amano, said in a statement that public confidence in nuclear power could be restored only if governments, regulators, plant operators and the IAEA worked together and were highly transparent.
Members of the 151-nation IAEA, based in Vienna, adopted Thursday a post-Fukushima nuclear safety plan but several influential member nations have complained that it is too timid because compliance is voluntary.
Japanese authorities have faced stern public criticism for their response to the Fukushima meltdown, the worst, radiation-spreading nuclear crisis since Chernobyl 25 years ago.
Prime Minister Yoshihiko Noda said they were working to complete the "cold shutdown" of the plant by the end of the year. He vowed that Japan would disclose to international community all information related to the accident in a swift and accurate manner.
He conceded that Japan had overestimated its preparedness for tsunamis. He said the emergency electrical supply and pumps needed to cool the reactors at Fukushima should not have been located where they could be submerged by the incoming sea water.
Amano said in his statement from Vienna that IAEA projections still show that global use of nuclear power is projected to grow significantly in the coming decades because of growing energy demand and concerns about climate change.
"The resolve of many developing countries to introduce nuclear power to meet their increasing energy needs remains undiminished," he said.
Viktor Yanukovych, president of former Soviet republic Ukraine where Chernobyl is located, made a strong appeal to strengthen the IAEA's ability to respond and analyze such accidents.
He also urged countries to renounce the use of highly enriched uranium as Ukraine has done, saying it would reduce risks of nuclear proliferation for military and terrorist purposes.
David Handler with a good friend of the family, David?s grandmother Mrs. Kern, and his mother Ellie. Mrs. Kern was never notified whether her application for adoption had been accepted by DHHS. David was eventually adopted by strangers while kinship applications were ignored.
?The number of children in State care is nearly half of what it was seven and a half years ago. We are focused on family reunification,? said James Beougher, director of the Office of Child and Family Services at Maine?s Department of Health and Human Services (DHHS) on MPBN?s Maine Watch. The Family Services director said that seven years ago 3,000 children were in the State?s care; now it?s down to 1,370.
In 2004 sweeping changes began to transform Maine?s Child and Family Services. According to Beougher, 30 percent fewer children are in foster care, because new priorities and new support programs for parents and caregivers are in place. A major change has been that the State now mandates kinship care.
?Kids are safer and get permanency more quickly with relatives,? said Beougher. ?Everyone that I ask how many days would you want your grandchild, niece or nephew to be in a foster home if you were ready to care for them? Everyone I?ve spoken to says zero.?
But in 2005 when DHHS Child and Family Services got involved with the welfare of David Handler, these changes were far from the norm for DHHS workers. The caseworkers in charge of the Handler case were still apparently operating with procedures they had been accustom to for 25 years. These DHHS caseworkers essentially kidnapped a young boy by ignoring official kinship procedures ? adding more turmoil and heartbreak to David?s life.
?Empirical evidence exists underpinning that suggesting the children in kinship placements suffer far less of mental and emotional problems than of children not placed with kin,? said Joseph Baldacci, attorney for the Handlers.
David Handler?s grandmother applied for kinship care in 2005. And his first cousin also filed with DHHS for guardianship months prior to the Termination of Parental Rights hearing in the fall of 2007. These family members? applications and petitions for kinship care of David Handler were categorically denied in favor of foster-care family placement.
Mrs. Marjorie Brickman Kern ?
The first relative to offer to open her home to David was his grandmother, Marjorie Brickman Kern, Russell Handler?s mother. She had an established bond with her grandson, as he had spent vacations at her home and even had his own room there.
According to the DHHS logs, on May 24, 2007, ?a woman called and identified herself as the paternal grandmother of David H.? The woman indicated she wanted to speak to the caseworker, ?about taking custody of David. She lives in New York and can be contacted at the number above.?
On May 29, 2007, Marjorie Kern contacted the guardian ad litem (GAL) Wayne Doane, informing him of her intentions. By the end of June of 2007, Russell Handler met with Claudia Kjer, the caseworker. DHHS logs officially state that Russell informed Kjer that his mother, Mrs. Kern, wanted to take custody of David.
Mrs. Kern, traveled to Maine from New York twice to make her case to be considered for kinship placement but found DHHS unreceptive. She was informed that in order to participate in the case she would need a lawyer. So, Mrs. Kern arranged to meet with caseworker Kjer. Abruptly, Kjer told Mrs. Kern that she was too old to raise a child. Ms. Kern, who is in her 70s, has a has a masters in education, had taught children David?s age at the United Nations International School in New York City, and is a vibrant senior. She responded to Kjer?s comment that she is a capable and independent woman. Mrs. Kern is also financially well off, so David?s material and educational needs would always be taken care of.

DHHS failed to abide by the law and meet its obligation, which would have started with a home-study background check being performed to determine Mrs. Kern?s suitability as a guardian. DHHS procedures then require the caseworker to complete a kinship assessment. There was no follow up investigation or home-study even requested by the department, and no completed kinship assessment.
The Boscoffs ?
Cathy Boscoff of Great Neck, New York, is the first cousin of Russell Handler; her husband, Abbey, is a forensic accountant. Cathy works as a realtor. The couple successfully raised four children who are productive citizens.
?The State of Maine DHHS failed to follow up with or even look into the option of placing this minor child in our home,? said Abbey and Cathy Boscoff in their affidavit read out in court. ?We believe that it is in his best interests to be placed with us ? We are asking the Court for placement to provide and maintain a loving, healthy relationship and to secure his best moral and psychological interests.?
In November 2008, the Boscoff?s petitioned the Court to arrange a testimonial hearing with ?limited discovery? to prove that DHHS made completely inadequate efforts to even consider a kinship placement.
But all Rosemary Fowles, assistant to the attorney general stated was, ?The petitioners? motion appears to be an attempt to delay an adoption of a child or to allow the parents whose rights have been terminated to learn the location of the child and as such is frivolous.?
?Frivolous,? describes the future of a child?s life according to Fowles, the same term used by David?s GAL Wayne Doane, referring to the petitions for guardianship of David.
Doane also stated in a letter that from March 3, 2006, David went through three foster-home placements ? the last when the termination of parental rights took place on October 15, 2007. The ?child was placed in pre-adoptive foster home,? wrote Doane.
Fowles confirmed that, ?the permanent plan of adoption has been in place since the termination was granted ??
Since March 3, 2006, there had been three different foster home placements for David, while two kinship family homes had been made available. His grandmother had filed to be a guardian as far back as 2005. Clearly DHHS favored a foster home placement to kinship care in the Handler case. Why?
As far back as 2000, DHHS policies state that relative placements ?must be actively and assertively pursued.? And that a kinship care study ?is to be completed in all cases.?
2007 DHHS policies state that a ?fit and willing relative? is a satisfactory permanent plan for a child in State custody. Furthermore that relative could be an alternative plan to Termination of Parental Rights and adoption.
According to official Court procedure, ?At the permanency hearing, caseworkers need to be prepared to offer the Court an explanation and documentation as to why or why not kinship care is the permanent plan for the child.? There is no evidence that such an explanation was ever offered to the Lower Court by DHHS caseworkers.
The department did not meet its minimum statutory obligations to promote kinship placement.
? By never completing a home-study guardianship assessment, the State deliberately ignored the paternal grandmother?s Pre-Termination of Parental Rights request for placement.
? The State carried on with an adoption while there were motions pending.
? DHHS had two valid kinship options and never did anything to consider them as required by law. The department?s failure constitutes a due process violation.
? The record indicates DHHS did not conduct a search to find relative placements.
The State ombudsman has done a review of the Department of Health and Human Services? actions and apparently has found that DHHS violated its own rules and regulations concerning kinship placement.
Being torn apart first from his father and then from his mother must have been terrifying for David. If he had been placed with a relative, there would have been continuity in his life, giving him some security. Instead, he had to adjust to three different foster-care families ? three, in a year and a half.
Director Beougher, in the MPBN interview, said that DHHS now tries to see the world through they eyes of the children who need their help.
?Now we ask the child if they can?t be with mom or dad where do they feel they would be safe? They know better than we ? where they would be safe,? said Beougher. ?They almost always answer that they feel safest with a relative.?
According to Beougher, DHHS now holds family team meetings, with the child?s family and relatives all at the table to help the reunification process.
According to a report on Kinship in 2011 by the Annie E. Casey Foundation Maine has over 11,000 children who are being raised by a grandparent or another relative. Out of 1,700 children in foster care 30 percent have been placed with relatives, an increase from only five years ago which was less than 10 percent.
Where?s the justice for David, his grandmother, the Boscoffs, or the Handlers? Their family is still broken a part.
If DHHS officials uphold the new reunification policies and apply them to the Handler case, it?s not too late to turn around this miscarriage of justice.

NEW YORK (Reuters) ? People for the Ethical Treatment of Animals, no stranger to attention-grabbing campaigns featuring nude women, plans to launch a pornography website in the name of animal rights.
The nonprofit organization, whose controversial campaigns draw criticism from women's rights groups, said it hopes to raise awareness of veganism through a mix of pornography and graphic footage of animal suffering.
"We're hoping to reach a whole new audience of people, some of whom will be shocked by graphic images that maybe they didn't anticipate seeing when they went to the PETA triple-X site," said Lindsay Rajt, PETA's associate director of campaigns.
PETA has been accused of campaigning for animal rights at the cost of exploiting women. A Facebook group, Real Women Against PETA, was launched after the organization paid for a billboard showing an obese woman with the message: "Save the Whales. Lose the Blubber. Go Vegetarian."
Another critical Facebook group is called, "Vegans (and Vegetarians) Against PETA."
"PETA is extremely disingenuous," said Jennifer Pozner, executive director of the New York-based advocacy group Women In Media & News. "They have consistently used active sexism as their marketing strategy to garner attention. Their use of sexism has gotten more extreme and more degrading.
"This may be in their minds the only thing left at their disposal to lower the bar," she said.
PETA has filed paperwork to launch its pornography site when the controversial new .xxx domain becomes active in early December. While many nonprofits and corporations are scrambling to protect their website names from being hijacked by a pornographer slapping on a .xxx domain, PETA is embracing the new domain as just another way to conduct business.
"We try to use every outlet that we can to speak up for animals," Rajt said. "We anticipated that this new triple-X domain name would be a hot topic and we immediately decided to use it and take advantage of it to try to promote the animal rights message."
Jill Dolan, director of the program in gender and sexuality studies at Princeton University, was critical of the PETA campaigns.
"Exploiting porn to get people's juices going seems lame; exploiting pornographic images only of women to make their point is retrograde and misogynist," Dolan said in an email. "Come on, PETA. Don't be Neanderthals."
Rajt denied that PETA has been insensitive to women.
"Our demonstrators, the models, all chose to participate in our campaigns... It's not a very feminist thing to do to turn to women and tell them whether or not they can use their voices, their bodies to express their voice."
Visitors to the X-rated site will initially be presented with pornographic content as well as images from PETA's salacious ads and campaigns, Rajt said. Those images will be followed by pictures and video shot undercover of the mistreatment of animals. The site will also include links to vegetarian and vegan -- using no animal products -- starter kits as well as recipes.
PETA's ad campaigns have featured adult film stars Sasha Grey, Ron Jeremy and Jenna Jameson. In 2008, the organization's YouTube account was temporarily shut down after showing racy videos of celebrities and others posing nude.
"When people first visit the site, it will be very enticing and once they go just a little bit deeper, that's when they'll be confronted with images that we hope will make them stop and think and get them talking and hopefully encourage them to make a lifestyle change to a plant-based diet," Rajt said.
