Boingo brings free WiFi to six Manhattan subway stations, lets you tweet the heat

Boingo has surely overestimated New York City's desire to "soa[k] up the warm weather" this summer, but when it comes to complaining about the heat, no one does it like the Big Apple. And now, thanks to the hotspot provider (with some promotional help from the folks at Google Offers), Manhattanites will be able to do just that all over Twitter from the convenience of a handful of subway stations on 14th and 23rd street. The promotion begins today and runs through September 7th. Including the hashtag #FreeNYCWiFi puts you in the running for Boingo rewards. We also recommend #wheresthatdamnEtrain, which will surely be trending for the next few months. For a full list of stations, check out the source link below.

Motherhood and the Myth of Having it All | Toddler Times

6059789551 3e23fd2c98 Motherhood and the Myth of Having it AllSince I read Anne-Marie Slaughter?s piece Why Women Still Can?t Have it All last week I?ve been pondering the idea of what it means to truly ?have it all.?

I?m not new at this mommy gig. With a nine-year-old, an almost-five-year old, and a three-year-old, I?m in the trenches, so to speak, but I have a few years of parenting under my belt.

This adds up, roughly, to: 700 time outs, 4,000 spilled sippy cups, 20 car seat installations, and 1,456,792 poopy diapers.

Nevertheless, I know better than to say that I know what I?m doing.

We?ve been through a lot as a family. At least once a week I marvel at the fact that I?ve been able so far to keep the wheels on this bus moving forward and cling to my sanity at the same time. As a mom, I?ve worked full time and part time outside the home. For two years I was a stay-at-home mom with no job, and if you?d asked me back then I?d have told you it was going to stay that way. Then suddenly I found myself working again, very part-time teaching one night a week. And now I?m home full time but also working. Full time? Part time? I haven?t done the math.

All I know is this: in each of these arrangements I?ve failed to achieve it ?all.? If it exists, it has eluded me these past nine years. Here?s the thing, though. I?ve never gone out seeking ?it all.? It?s a myth, like the American Dream or the perfect bra or a brand of nonfat ranch dressing that still tastes good.

There is no such thing as ?it all.?

In Slaughter?s article she describes leaving her position at the State Department in search of that elusive work-family balance, her ?desire to be with my family and my conclusion that juggling high-level government work with the needs of two teenage boys was not possible.?

I?ve never been a high-level government official. I?ve never even been a low-level government official. Come to think of it, I?ve never been any kind of official (unless you count that time I got to hold the flag at the Girl Scouts regional meeting in 5th grade) but do have an understanding about what it means to work hard and do the best by your family at the same time. I don?t think this is an issue that we can isolate to the ranks of the power elite. I know women who work in insurance offices and hospitals and in elementary school libraries who struggle with these same issues.

Across the country there are clerks at Dollar Generals and cashiers at Krogers who fight the rough waters of work and home harmony and who go under every day.

We?re not doing women any favors by promoting this myth that it?s possible to ?have it all.? Can someone please tell me what that even means? My suspicion is that the headline of the article (which was a fascinating and well-written and thought-provoking read) was intended to bait women into another tussle in the Mommy Wars. The cover photo on the issue of The Atlantic in which the article appears depicts a toddler in a briefcase like a cast-off file folder, a minor inconvenience, or the working woman?s latest must-have accessory.

I?ve yet to meet a working mom who regards her child in that way.

I?d be happy if we could stop promoting myths like ?having it all? as a mom because it ends up making us all feel like failures if we don?t measure up. For me, though, for now, a forward-moving bus driven by a mother who?s clinging to her sanity is the best I can do.

I?m not in pursuit of ?having it all,? and maybe that?s why I?m happy with what I have.

Ousted leader hopes to regain power in Paraguay

ASUNCION, Paraguay (AP) ? Ousted Paraguayan President Fernando Lugo said Monday that he is aiming to return to power, rallying allies at home and abroad to try to prevail after a landslide congressional vote forced him from office in what he called a break with democracy.

Lugo has symbolically created a parallel Cabinet, attacking the legitimacy of the government that replaced him, and told reporters he would seek to plead his case on the international stage at this week's summit of the Mercosur trade bloc in Mendoza, Argentina, as well as challenging the new leaders over Paraguay's role in a broader alliance of South American nations.

He also called on domestic backers, who so far have been relatively quiet, to turn up the pressure.

"I want to resist until we regain power because here there was a parliamentary coup," he said Monday. "I call on people from the countryside, the youth and all citizens to resist until we are back in the office we unfairly had to leave."

Meanwhile, aides to former Vice President Federico Franco, who was installed as president on Friday after lawmakers overwhelmingly voted to dismiss Lugo, condemned a Mercosur resolution preventing his new government from attending the summit. But Franco's new foreign minister, Jose Felix Fernandez, noted that Paraguay has not been expelled outright from the group that also includes neighboring Brazil, Argentina and Uruguay.

"We reject Mercosur's decision to suspend us from the right to attend the Mercosur meetings, but I would like to make clear that Paraguay is not out of the bloc," Fernandez said. He said it was a measure " for just one meeting, and Paraguay continues to have the pro-tem presidency of the Union of South American Nations," another regional group, known as Unasur.

But Lugo has said he intends to hand over Unasur's rotating presidency to Peru this week, months before it is scheduled to change hands in November. Ecuador's foreign minister, Ricardo Patino, told reporters in Quito that leaders of Unasur countries may meet this week to take up the issue.

Congress booted Lugo out of office in fast-track proceedings last week triggered by a clash between police and landless protesters in which 17 people died. The Senate found him guilty of poor performance of his duties, a clause in the constitution that leaves wide room for congressional interpretation. Franco was tapped to serve out the remainder of Lugo's term, until August 2013.

After saying last week that he would honor the outcome, Lugo is back on the offensive.

"I accepted my removal only to avoid greater evils for the country and avoid violence against protesters in the plaza" in front of Congress, said Lugo, who on Friday left the government palace and has been staying at his home on the outskirts of Asuncion.

So far, local support of Lugo has been restrained. A few thousand people demonstrated outside Congress last week, and a smaller group turned out for a weekend protest. On Monday, however, the protests appeared to have faded in the traffic-filled streets of Asuncion.

"It's impossible for Lugo to return to power because the sovereign and autonomous decision of Congress is irreversible. It doesn't allow for appeal because it was a political process, not a judicial one," Eusebio Ayala, a lawyer for Franco, told reporters. "What's more, Lugo himself announced to the world that he accepted his dismissal as he left the government palace."

The Supreme Court on Monday denied a request by Lugo to overturn the Senate trial that removed him from office. Military officials also said they would not intervene.

The most strenuous reaction has come from Paraguay's neighbors.

Presidents of the Mercosur bloc have said they will consider the political crisis this week and mull whether to take further action, though several regional governments, including Brazil and Chile, said they will do nothing that would hurt the people of Paraguay, suggesting that economic measures against the impoverished, landlocked South American nation may not be on the table.

But Venezuelan President Hugo Chavez, a Lugo ally, announced the suspension of diesel sales to Paraguay.

Franco met on Monday with Paraguayan petroleum providers to evaluate the impact of the loss, and was told that Venezuela provides about one-third of the country's fuel consumption.

"We told the president that the Venezuelan decision will not affect our market," said fuel importer Juan Jose Zapag. "We will surely cover the demand with other sellers."

Zapag said Venezuela does not actually ship the diesel to Paraguay, but instead finances a Paraguay company to purchase the fuel. He added that if Venezuela cuts off those funds, by contract it would be unable to collect a $260 million debt owed by Paraguayan oil company Petropar.

Franco's newly installed government has also been trying to counter growing diplomatic repercussions. Ambassadors have been called home for consultations by the governments of Mexico, Ecuador, Colombia, Brazil, Uruguay, Chile and Peru.

In Washington, State Department spokeswoman Victoria Nuland said U.S. officials "remain quite concerned about the speed of the process used for this impeachment in Paraguay."

Asked if the U.S. government considers it a coup, she said: "We have not so designated it at this point."

Nuland said that U.S. Secretary of State Hillary Rodham Clinton spoke over the weekend with Brazilian Foreign Minister Antonio Patriota, and that the region's countries plan to discuss the events in Paraguay at a meeting of the Organization of American States in Washington on Tuesday.

Colorado wildfire worsens, forcing 7,000 more from homes

COLORADO SPRINGS (Reuters) - A monster Colorado wildfire raging near some of the most visited tourist areas in the state took a turn for the worse on Tuesday as hot winds pushed flames north, prompting the evacuation of 7,000 more people, officials said.

Colorado's so-called Waldo Canyon fire sent a mushroom cloud of smoke nearly 20,000 feet into the air over Colorado Springs near Pikes Peak, whose breathtaking vistas from the summit helped inspire the song "America the Beautiful".

Closer to the blaze, which has been fanned by winds blowing into the Southern Rockies from the prairies to the east, trees were visibly twisting from the heat of the flames.

The latest evacuations brought the total number of people forced from their homes to about 12,000 as the blaze posed a renewed threat to hundreds of dwellings and appeared to have roared to within about a mile of the U.S. Air Force Academy grounds in Colorado Springs.

Operators of a famous cog railway that carries tourists up to Pikes Peak said the trains would remain shut down on Tuesday for a third straight day.

The highway that leads up to Pikes Peak has been closed since shortly after the fire erupted on Saturday, as has the popular Garden of the Gods, a picturesque park of tall, rocky spires and oddly balanced boulders.

Air tankers dropped fire retardant in the blaze's path to slow its advance, while firefighters on the ground battled to protect homes along a highway at the mountain's edge, including the upscale, gated community of Cedar Heights. No homes were reported burned, but the fire consumed a wooden tent platform.

"We're feeling pretty good that's the only thing we've lost given this monster we are dealing with," said Rob Deyerberg, a fire information officer.

The closures around Pikes Peak, billed as the world's second-most visited mountain after Japan's Mount Fuji, have drawn attention to the fire's negative impact on the tourism industry just at the start of the peak summer travel season.

After three days, the blaze has scorched an estimated 4,500 acres, and fire crews managed to carve containment lines around just 5 percent of its perimeter. The cause was still under investigation.

A recreation area belonging to the Air Force Academy was ordered evacuated due to its proximity to the fire, and all trails leading west of the school were closed, the base said.

'TRYING TO REMAIN OPTIMISTIC'

Despite the fresh evacuations, the town of Manitou Springs, which had been evacuated over the weekend, appeared to remain out of imminent danger after residents were allowed back on Sunday.

Pam Staley, 60, a Colorado Springs resident, said she was concerned about the health effects of thick smoke and soot on many of her elderly neighbors who live in older homes without air conditioning.

"They sleep with open windows, and when the wind shifts, in the middle of the night, they get sick," she said as she stood watching the blaze from a safe distance at a local high school. Their eyes are watering, they're coughing. I'm really, really worried about them."

The wildfire was one of about a dozen burning out of control around Colorado, including the much larger High Park Fire near Fort Collins, a university town north of Denver close to the Wyoming border.

"We're going to be continuing to have to deal with these fires for weeks to come," U.S. Forest Service Chief Tom Tidwell said. "We anticipate it's going to be a long fire season."

To the east of the Waldo Canyon blaze, a fast-moving prairie fire apparently sparked by a blowout on a passing vehicle torched 45,000 acres of grassland and ripped through the town of Last Chance, population 25.

The blaze destroyed 11 buildings including four homes before being contained.

The High Park Fire - the state's second-largest blaze on record and its most destructive ever - has consumed 87,250 acres in steep canyons since it was sparked by lightning two weeks ago. It is blamed for the death of a 62-year-old woman in her cabin and has destroyed 248 homes.

An estimated 4,300 people remain evacuated from their homes as that fire burns through grass, brush and Ponderosa pine.

In southwestern Colorado, the Weber Fire grew to 8,930 acres but firefighters held it back from the small town of Mancos, east of Mesa Verde National Park. Roughly 50 homes were evacuated, officials said.

Farther to the west, authorities said a body was found in the ashes of a house charred by Utah's fast-moving Wood Hollow Fire, marking the first fatality in a blaze that already has scorched more than 39,000 acres. Fresh evacuations were ordered there on Tuesday.

The Wood Hollow blaze had already burned an estimated 30 homes and killed 75 sheep between the rural communities of Fountain Green and Indianola.

Governor Gary Herbert, who toured the fire by helicopter on Monday, estimated the property losses so far at $7 million. No injuries have been reported, but Herbert said fire officials did use a helicopter to rescue some shepherds from the fire's path.

Using A Debt Negotiation Company For Debt Settlement

8:00 AM By Article Directory

'; div.innerHTML = summary; } //]]> Using A Debt Negotiation Company For Debt Settlement Using A Debt Negotiation Company For Debt Settlement

Most consumers who are in debt are searching for an easy way to get rid of their debt. However, there is no magic solution for dissolving consumer debt. Often times, bills become too much for a person and they simply cannot pay them. This is when a debt negotiation company can help. A debt negotiation firm can help you to get your bills lowered, so that you are able to better pay them.

Debt negotiation, also known as debt settlement is great when you are overwhelmed with bills People often turn to a program when they can no longer pay the minimum required payments. Generally speaking, consumers turn to a program after they have met with a debt consolidation program.

When searching for a debt negotiation program make sure the cost of the program is feasible. You will want to make sure you can afford the program. Otherwise, you are only causing yourself perpetual financial hardship. However, if the program is affordable and will work with your other monthly obligations, then the program is definitely worth considering. When looking for a debt relief program, you will want to know if they report to any or all of the three major credit bureaus. Generally speaking, companies do not report your involvement with their programs to the credit bureaus. However, there are some out there that do.

You will also want to know if the program offers any type of guarantee. For instance, if the program cannot help you reduce your debt, then you should not be obligated to pay their fees. Also, you want to stay away from companies that offer a "quick fix" to your financial problems.

When becoming involved with a debt negotiation program, it is important that you realize your credit rating will get worse before it gets better. All things considered, this is a small price to pay to get out from underneath your debt. Especially if without the program you are headed towards bankruptcy.

When searching for a debt settlement service, check to see if they offer any kind of assistance for bankruptcy, should their program not work for you. Some programs will give you a refund for their services, so that it can then be used for a bankruptcy lawyer. Ask family and friends for names of debt relief companies they have used before. If you are not comfortable with going to family and friends, you can also check with the Better Business Bureau. You want to make sure that you are working with a reputable company.

Although no one likes to admit they are having financial problems, there are times when help is needed. That is when a program can help. Before signing up with a debt negotiation company, make sure you do your homework about the company. Be sure that the program fits your current needs. After signing up with a debt settlement program, you can soon be on your way to financial freedom.

ASUS Transformer Pad Infinity TF700 review: meet the company's new top-of-the-line tablet

ASUS Transformer Pad Infinity TF700 review: meet the company's new top-of-the-line tablet

When ASUS first teased the Transformer Pad Infinity TF700 back at CES, many customers looked on, simmering with rage. You see, only several weeks earlier the company started selling the Transformer Prime, a top-tier tablet priced at a not-so-cheap $500. It was a state-of-the-art product...until ASUS unveiled the TF700, a tablet that was similar, only better. It, too, has a Tegra 3 chip and 8-megapixel camera, but it adds a higher-res, 1920 x 1200 display and promises improved signal reception, a pain point for the Prime.

Little did those disgruntled Prime owners know it would actually be a long time before the TF700 ever became available. Now, we're finally hearing it will go on sale in the US in mid-July, at which point the Prime is expected to drop in price before it gets discontinued. But is the TF700 all that much of an improvement over the original? And how does it stack up against comparably priced tablets, such as the new iPad, Acer Iconia Tab A700 and Toshiba Excite 10? Check out our early review to find out.

Try your best to keep your expenses down as you get into building your home business. You will save money by setting aside a place in your home for an office instead of renting a separate space. Avoid buying anything that you don?t need. Keeping expenses down can allow you to price your products at an affordable rate.

Having to crane your neck to view your screen can cause you great discomfort, and it can lead to permanent damage. It you know that you will be sitting at your desk a lot, be sure to buy a comfortable seat you can use. The same applies to other high use devices, such as the mouse and keyboard and your lighting fixtures. A two hundred dollar limit can get you what you need.

Getting a start up loan for a home based business is not usually recommended. Do you need the money so badly that you would put your relationship on the line? It is not worth using your home as collateral to get a loan.

Many people who run home businesses are active in online communities. Search for forums or boards devoted to your niche market or those associated with small business owners. Helpful home business advice can come from unexpected avenues, and the experiences shared by owners in very different businesses may still teach you something valuable about operating your own business.

You should have a different checking account for your home business. This will be helpful in keeping business and personal expenses separate. Separating all of your financials out will make it a lot easier when you need to do taxes. You will find it simpler to do your taxes by keeping your business records separate.

Opening a business checking account makes keeping records of what your business is doing much easier. Make sure all business transactions use this account. This enables you to easily analyze all of your company?s financial transactions. It is also important to obtain a credit card that you can use solely for your business.

You can get consumed by work if you live where you work. Have a specific area for work and plan family and friend time for the end of the day.

You should keep your focus set on the future. Celebrating your previous successes is good, but remember that they?re over. Tomorrow and further in the future is where your focus should be. These things will prepare you for newer opportunities and future obstacles. If you stay focused on the future, you will increase your chances of being prepared for whatever may come your way.

The name you choose should mean something. Your name should be representative of what you sell, which is why it is important to have a name that customers can appreicate. You might consider giving your brand a story, which will ensure that it has meaning. As an added bonus, building a brand will help ensure customer loyalty.

Learn to approach a small business with patience. Bear in mind that it takes time to make your site visible, to build a customer base and to earn a good reputation. The more you work at your business, the better it will become. Aside from patience, follow-through is also an important attribute for success in the business world.

Create the opportunity for potential customers to buy from your website. Many people only promote their businesses with their sites, but you should sell your products and services on your site as well. Down by the Sea - Scrapbooking - Families.com

Don't let a summer trip to the beach go to waste. While your family is having fun in the sun, be sure to snap photos of their adventures in the sand and surf. Pictures of your kids chasing seagulls, collecting seashells, swimming, surfing, sunbathing, flying a kite or reading under a colorful beach umbrella are the heart and soul of a beach vacation-themed scrapbook.

In addition to snapping images of your trip, consider jotting down some of the funniest or most poignant memories to feature in journaling blocks. If you don't have the time or energy to write down anecdotes or notes while you are at the beach, but you still want to spice up your scrapbook layouts when you get home, consider surfing the Internet for appropriate quotes. For example, sites such as Scrapbook.com features a slew of famous phrases that can be used to add a special touch to a beach vacation memory album.

Some popular quotes include:

"Our memories of the ocean will linger on, long after our footprints in the sand are gone."

"To find a seashell is to discover a world of imagination."

"I have always loved the beach. The smell of the salty water, the wind in my face, and the gentle roar of the waves all combine to create a sense of peace and calm."

"If you want to know how much I love you, count the waves."

"Don't grow up too quickly, lest you forget how much you love the beach."

"In every grain of sand there is a story of the earth."

Don't forget to collect a few mementos of the beach while you are on vacation. You can use items, such as sand, shells and seaweed to embellish your layouts. My neighbor recently created a stunning sandcastle layout featuring items she collected during a family trip to the lake. She selected a large piece of tan colored cardstock and cut it in shape of a sandcastle. Next, she used a craft knife to slice out windows in the castle. Then, she sprayed the cardstock with a photo-safe adhesive, and sprinkled it with a bunch of sand. When the adhesive dried she placed photos of her kids in the windows of the sand castle and added it to the layout. Finally, she added very small shells and tiny pieces of beach glass around the sandcastle cut-out.

Availability of Plastic BushingsAvailability of Plastic Bushings

A comfortable living would require all kinds of bolts and nuts in a home or office; hence, it is necessary to consider the myriad of components like plastic bushings, tube inserts, caps and glides to protect all functional equipment in the environment as well as to add on aesthetics.

There is a variety of plastic bushings with numerous shapes, styles, sizes and finishes.

Types of bushings

Due to the different environments and uses, there is the WMUG round umbrella table bushing which is made of clear K-resin which can be used on various types of furniture for the desired protection. The table would be protected from possible umbrella damage with the plastic plug finishing the table when there is no umbrella. There are also anti-short bushings, nylon snap-in bushings, threaded insulation bushings, flanged bushings, strain relief bushings and others.

These bushings can be made from various materials although plastic and nylon are the more popular ones.

Purchases

Plastic and nylon bushings are easy to purchase with the many authorized and established hardware stores in the market.

These stores stock all kinds of bushings in large quantities for the rampant usage in various industries such as manufacturing, electronics, retail and even the home environment.

Many of these bushing distributors have websites which make a purchase easy today. Consumers can browse the relevant bushing distributor website and click on the type of bushing such as plastic bushing to purchase. The quantity can be indicated and the total amount payable would be computed by the system.

Purchasers can make an online payment with any major credit card such as MasterCard, Visa, Discover or American Express to settle the order immediately; delivery of the order would be forthcoming in a couple of days or week depending on the efficiency of the bushing distributor.

Alternatively, one can leave a message to the distributor for a better quote or further enquiries. There should be a quick revert in response to the consumer?s enquiry by experienced and professional bushing distributors. This is common before sale services as consumers may want to confirm certain information before placing an order since there is a great variety of bushings in the market for different equipment.

Catalogs

Plastic bushings can be viewed online at the respective bushing website or through catalogs which can be sent free to potential purchasers. All the consumers need to do is to place their catalog order request to the bushing distributor and the catalog would be in the mail shortly.

Simple Article Marketing Tips that Work | Internet and Email ...

Article marketing is a simple method to use articles for the promotion of your website. Who knows how many thousands of marketers base their entire business livelihood on this marketing model. We?ll now discuss some ways you can increase the responses your articles receive when you publish them.

One way to use article marketing that many people don?t think of is to combine a group of articles on one topic into a report or e-book that can be given away. You can use this method as a way to get new subscribers or website traffic if you do it right. If you plan this right, you can use this to promote your website or product for free. If your niche is dog training and you have 25 articles related to that topic, you could create a 25 page report on ?tips on training your dog? and give it away. Giving away reports is a form of viral marketing that can bring you lots of free and targeted traffic for a long time. You want your readers to pass this report to their own subscribers or visitors, so be sure to give them distribution rights. You can get a large amount of free traffic if your report circulates around the internet widely enough. There is no reason why people would not want to send a good quality free report to others. This is a way to make productive use of material you?ve already created. Put them to good use and you?ll be surprised to see the kind of response you?ll receive.

Don?t give all your content away to the directories because you really should use it on your own business net properties, as well. Content driven sites are always in demand since they provide lots of quality information/knowledge to the readers. If you want to go the search engine optimization route with things, then your articles can be used for that, too. As far as keyword research is concerned, your articles should always target a keyword phrase for SEO purposes, so no need to worry about that part, again. Always try to SEO your articles for relatively easy to rank for keyword phrases. You?ll be trying to strike a good balance between good monthly search volume and lower competition. So that?s an area of IM you need to have a firm understanding about.

Articles are powerful because you can use them in different ways. A lot of marketers put RSS together with their articles so they can cast a wider marketing net. RSS has become a popular method to consume information from varied sources. What happens is people merely subscribe to the RSS feeds of their choice, and then they read them in an RSS reader. When you place your articles in an RSS feed, you?d be making it easy for the others to syndicate your articles on their sites. Your main purpose here is to get the highest level of exposure for your articles, and RSS just makes it easier.

So keep in mind that article marketing is cost effective, and it?s also great for targeted traffic. You?ll still have to work hard to see good results, but it?s an effective method that can produce passive types of income.

What you can do with List Profit Sniper in your own online business is diversify your marketing which will enable you to extend your reach to your target market.

Assad forms new cabinet as violence flares in Syria

President Bashar al-Assad formed a new cabinet with key posts unchanged as more than 100 people were reported killed in violence across Syria.

Meanwhile Turkey downplayed the Syrian shooting down of a Turkish plane, acknowledging one of its warplanes may have violated Syrian airspace after Damascus confirmed shooting down the F-4 Phantom on Friday, in comments seen as a bid to cool the latest spat between the former allies.

"An unidentified aerial target violated Syrian airspace, coming from the west at a very low altitude and at high speed over territorial waters," a Syrian military spokesman told the official SANA news agency.

Anti-aircraft batteries hit the plane about a kilometre from the coast and it crashed some 10 kilometres (six miles) off Latakia province, he added.

Turkish President Abdullah Gul said it was not unusual for warplanes flying at high speed to cross maritime borders, stressing that such actions were not "ill-intentioned."

Naval forces from both nations were searching for the two missing crew.

The Syrian Observatory for Human Rights said 102 people, two-thirds of them civilians, were killed in violence across the country on Saturday as regime forces stepped up attacks on towns.

The Britain-based monitoring group said 69 civilians were killed in bombardment of rebel bastions, including a family of six in Deir Ezzor, eastern Syria.

Nineteen soldiers were killed in fighting with rebels, of whom four also died, the Observatory said, adding that 10 troops were gunned down as they tried to defect to anti-regime forces.

On Friday, at least 116 people were reported killed.

The International Committee of the Red Cross condemned the killing of a Syrian Arab Red Crescent volunteer, in the fourth such incident in the country's deadly unrest.

Bashar al-Youssef, 23, was shot and fatally wounded on Friday in Deir Ezzor in eastern Syria, the two organisations said in a joint statement.

"This comes at a time when the ICRC and the Syrian Arab Red Crescent are virtually the only organisations able to work in areas affected by the violence in Syria," said Alexandre Equey, deputy head of the ICRC's delegation in the country.

On the political front, Assad announced the formation of a new government with the key foreign, defence and interior ministry portfolios unchanged, less than two months after controversial parliamentary elections boycotted by the opposition.

"President Bashar al-Assad has issued Decree 210 forming a new government under Prime Minister Dr Riad Hijab," state television said.

Foreign Minister Walid al-Muallem remains in his post, along with the defence and interior ministers, Daoud Rajha and Mohammad al-Shaar.

Rajha, in the post since August, was among those sanctioned by the United States for his role in the deadly crackdown on Syrian protesters.

Abdel Basset Sayda, head of the main opposition Syrian National Council, dismissed the new line-up as a sham aiming "to give the impression that reforms have been brought in."

He said there was "no real change," with key posts unchanged.

The new cabinet assumes power amid an intensification of repression and clashes, which last week led to the the halt of the United Nations observer mission.

Britain's Guardian newspaper, meanwhile, reported that Saudi Arabia was set to pay the salaries of the rebel Free Syrian Army, several of whose fighters who defected from the regular army are based in Turkey, to encourage mass defections.

Turkey-Syria relations were already strained by Erdogan's outspoken condemnation of the Assad government's bloody crackdown that rights activists say has killed more than 15,000 people since March 2011.

The downing of the F-4 is the most serious incident between the two countries since then, but Turkey's Deputy Prime Minister Bulent Arinc played down the tensions.

"We should be calm ... Yes, we accept this is a critical matter but we don't have clear information," he told Anatolia news agency, adding that the results of the ongoing investigation would be publicised "as soon as possible."

In neighbouring Iraq, Foreign Minister Hoshyar Zebari warned that the Syrian crisis might spill over.

"Our main concern is the spillover of the crisis... into neighbouring countries, and no country is immune from this spillover because of the composition of the societies... the connections, the sectarian ethnic dimensions," he told reporters.

Gazans celebrate Brotherhood victory in Egypt

(AP) ? The Gaza Strip erupted in celebratory gunfire on Sunday with news that the Muslim Brotherhood's candidate won the presidency in neighboring Egypt, but one person was killed.

Tens of thousands of joyous Palestinians took to the streets across the territory after Egypt announced that Mohammed Morsi won last weekend's runoff election, the first time an Islamist has won that nation's highest office.

Gunmen fired automatic weapons in the air, while mosque loudspeakers rang with prayer. Some revelers handed out candy on street corners. Others waved Egyptian flags and blasted the country's national anthem from car speakers.

A Gaza health official said that one person was killed and six others wounded by celebratory gunfire.

Gaza is ruled by the militant Islamic Hamas, a local offshoot of Egypt's Muslim Brotherhood.

Egypt's ousted president, Hosni Mubarak, collaborated with Israel in a blockade of Gaza they said was necessary to prevent weapons from reaching Hamas.

Now Gaza residents say they are optimistic that the new Egyptian leader will improve relations with the impoverished Palestinian territory.

"Today is new era for us in Gaza. The days of suffering due to the Egyptian authorities are over," said Rawhi Talab, 51, a food store owner. "It's a day of joy ... I voice my hope that Egypt will work to improve our life here," he said.

Hamas Prime Minister Ismail Haniyeh phoned Morsi to congratulate him on becoming Egypt's first Islamist president. "This is a victory for all Arabs and Muslims, and this is God's promise to his believers," the Hamas leader said to the newly elected president.

Hamas spokesman Fawzi Barhoum and other Hamas leaders followed developments closely on TV and went ecstatic when the announcement came that the Brotherhood won. "This is a victory for Egypt and the revolution and the Arab people," Barhoum said.

Gaza resident Alam Mansour handed out candy to revelers. "Today is a festival for Gaza," the 25-year-old engineering student said. "I am sure that the president of Egypt will lead the Islamic nation to great prosperity, and he will help us here in Gaza," he said.

Hamas plans a rally Sunday evening in support of Morsi.

Gaza has a 15-kilometer (9-mile) border with Egypt's Sinai desert and one official border crossing between the two.
